RICHMOND - Chances are, if someone wrote a book titled “How to Be a Professional Lobbyist,” the author wouldn’t recommend the stunt that Ward Scull III of Newport News nearly pulled in Richmond. Scull wants to clamp down on payday lenders, so he rented a shark costume to dramatize his cause. This year, critics have hired top-drawer lobbying muscle and appear more focused on a singular message — no small feat for a coalition that includes Republicans and Democrats, suburban whites and urban blacks, religious conservatives and labor unions. He has formed his own group, Virginians Against Payday Loans, a small coalition of industry critics that has hired a lobbying firm.
