Along with his wife, Heather, Toolan discussed deals Tuesday with a constantly changing procession of customers who paid lunch-time visits to the store, cramped to the ceiling with drill guns, stereo amplifiers and skateboards. And at a 3 percent markup, Toolan sees himself as performing a necessary service with so many people struggling to cover rent and provide for their families.
